In this paper, NSNS (Network Performance Evaluation Simulator for Naval Ship Combat System) was designed and implemented to present the direction of research on the naval ship combat system network. The comments are as follows.
1. The motivation and main contributions should be further highlighted.
2. What are the characteristics of the proposed method?
3. The figures 1, 2, 3, 5, 10, 11, 12, 13, 15, 16, 17, 18 are not clear. The authors should adjust them.
4. The Algorithms 1-4 should be adjusted.
5. How to obtain the data in the experiment?

1. The structure of the paper requires adjustments and modifications. Currently, it resembles a technical report rather than an academic paper. I recommend reorganizing the manuscript to follow a more conventional academic structure, which should include: Introduction (covering background and significance, analysis of the current state of research, challenges, and main contributions of this paper), Research Problem, Research Methodology, Simulation, and Conclusion.

2. The content of Figure 5 is not sufficiently clear. I recommend using Visio software to create the figure and saving it in EPS format to enhance its clarity and quality.

3. Algorithms 1-4 require significant revisions, as they are currently presented as direct copies of code. This presentation may hinder readers' comprehension of the underlying processes. I recommend rewriting these algorithms in pseudocode format, which will help clarify the logic and flow of the algorithms. Providing a clearer representation will enhance accessibility for a broader audience, allowing readers to better understand the methodologies employed in the study.

4. It is important to clarify whether the results presented in the paper are solely derived from software simulations, or if there are any physical testing results or hybrid physical-simulation results included. Discussing the testing methodology in more detail would strengthen the validity of the findings and provide a more comprehensive understanding of the research outcomes.

5. As an academic paper, it is crucial to clearly articulate the contributions of this work. I recommend emphasizing how this system compares to existing designs, specifically detailing its advantages and the challenges it overcomes. A focused discussion on these aspects will enhance the paper’s impact and demonstrate the significance of the research within the broader field.

6. The quantity and quality of the references in the paper are insufficient. I recommend adding more high-quality references to support the research. Additionally, I am curious whether this system could be applied to UAV systems, such as for distributed optimization (e.g, Momentum-based distributed continuous-time nonconvex optimization of nonlinear multi-agent systems via timescale separation) or distributed source-seeking tasks (e.g, Gradient-Free Cooperative Source-Seeking of Quadrotor Under Disturbances and Communication Constraints, Multiagent Distributed Source Seeking Under Globally Coupled Constraints: Algorithms and Experiments). Including a discussion on this potential application in the paper would enhance its relevance and broaden its scope.

7. The paper contains several formatting and grammar errors. For instance, in the introduction, there are inconsistencies in the capitalization of certain key terms that need to be standardized, C4I(command, control, communications, Computer and intelligence). Additionally, I recommend a thorough review of the entire manuscript to ensure adherence to the journal's formatting guidelines and grammatical standards.
